National Health Service refuses to pay for surgery to reduce 20-year-old woman's 42N breasts because they are not clinically exceptional

Ginny Chapman, from York, suffers from constant back pain and is unable to work - instead claiming £250 a week in benefits. The 20-year-old, who has to get personalised bras made for £95, applied for surgery in June but was turned down despite describing the pain as 'unbearable'. A spokesman for NHS Scarborough and Ryedale Clinical Commissioning Group said the case was not deemed to be 'clinically exceptional'.
